Prep a pan of water on high heat for pasta and add salt per instructions on package.
While waiting for the pasta water to boil, dice the shallot and the pepper.
Once the pasta is cooked, rinse under cold water and drain completely in a strainer.
Rinse the pasta pot with cold water and dry with a towel. Add the drained pasta back into the pan.
Add the diced shallot and pepper.
Add the dry mustard, garlic powder, sour cream, sugar, salt and pepper. Mix well.
Add the cider vinegar and mayonnaise. Mix well.
Garnish with parsley and sprinkle with paprika.
Transfer to a serving bowl, cover and refrigerate.
Serve and enjoy!
